Dear Sirs,
The Government of Canada announced on 27 June 2025 the implementation of tariff rate quotas (TRQs) on imports of certain steel goods from non-free trade agreement (FTA) partners of Canada effective from 27 June 2025.
2.On 27 June 2025, the Department of Finance Canada announced that a 50% surtax is applied on imports of covered steel products that exceed the specified quantity threshold from its non-FTA partners effective from 27 June 2025. The annual quota will be administered on the basis of three-month quarterly periods. The TRQs will apply to imports originating in any country that does not have an FTA in force with Canada. For details of the list of the applicable tariff classifications, the TRQ volume and limits as well as the list of countries excluded from the TRQs, please refer to Annexes A-C of the relevant backgrounder issued by the Department of Finance Canada on 27 June 2025.
3.This surtax would be additive to any existing surtaxes or anti-dumping and countervailing duty measures, as well as forthcoming tariff measures based on the country of “melt and pour” for steel. Importations made without the applicable shipment-specific import permit will be assessed the 50% surtax. The quotas will be reviewed in 30 days and periodically thereafter.
