Dear Sirs,
Further to Commercial Information Circulars (CICs) No. 126/2025, 134/2025, 136/2025 and 197/2025 dated 4 February 2025, 7 February 2025 and 10 February 2025 and 4 March 2025 respectively, the US President signed on 2 April 2025 an executive order announcing that duty-free de minimis treatment shall no longer be available for products of China (which include products of Hong Kong) starting 2 May 2025 and such imported merchandise shall be subject to additional duties.
2.On 2 April 2025, the US President signed an executive order announcing that adequate systems are now in place to process and collect tariff revenue for covered goods from China otherwise eligible for duty-free de minimis treatment. Accordingly, duty-free de minimis treatment shall no longer be available for products of China (which include products of Hong Kong) that are entered for consumption, or withdrawn from warehouse for consumption, on 2 May 2025. Imported goods sent through means other than the international postal network that are valued at or under US$800 and that would otherwise qualify for the de minimis exemption will be subject to all applicable duties on 2 May 2025, which shall be paid in accordance with applicable entry and payment procedures. Moreover, all relevant postal items containing goods that are sent through the international postal network that are valued at or under US$800 and that would otherwise qualify for the de minimis exemption are subject to a duty rate of either 30% of their value or US$25 per item on 2 May 2025 (increasing to US$50 per item after 1 June 2025). This is in lieu of any other duties, including those imposed by prior relevant executive orders. The US Customs and Border Protection may require formal entry for any postal package instead of the specified duties.
