Canada : CBSA Assessment and Revenue Management (CARM) System- 30-day Extension to the Transition Period
Further to Commercial Information Circular No. 639/2024 dated 5 August 2024 on the Canada Border Services Agency (CBSA) announcement of Release 3 of the CBSA Assessment and Revenue Management (CARM) system, the CBSA announced on 26 March 2025 that a 30-day extension to the transition period will be granted and importers will now have until 20 May 2025 to post their financial security in the CARM system.
DETAILS
2.The CARM project is a multi-year digital initiative that is changing how duties and taxes imposed on commercial goods imported into Canada are paid. Through CARM, the CBSA is modernising and streamlining the process of importing commercial goods. When the CARM system was launched externally on 21 October 2024, a 180-day transition period was introduced to grant commercial importers additional time to post their financial security electronically while benefitting from the Release Prior to Payment (RPP) Programme.
3.On 26 March 2025, the CBSA announced that a 30-day extension to the transition period of the CARM system will be granted in response to feedback received from stakeholders. Importers will now have until 20 May 2025 to post their financial security in the CARM system. Importers who do not post financial security in CARM by 20 May 2025 will no longer be able to benefit from having their goods released electronically at the border prior to making payment of the duties and taxes. Without RPP, importers will have to pay all duties and taxes before goods can be released.
