Dear Sirs,
Further to Commercial Information Circular No. 906/2024 of 5 November 2024, the US Department of Commerce (DoC) announced in the Federal Register (FR) notice of 7 March 2025 the preliminary affirmative determination that countervailable subsidies were being provided to producers and exporters of hexamine (hexamethylenetetramine) from the Mainland of China. The countervailing duty rate was found to be 420.53%. The FR notice is available at: https://www.govinfo.gov/content/pkg/FR-2025-03-07/pdf/2025-03639.pdf.
2.On 20 November 2024, the US International Trade Commission (ITC) already issued its preliminary affirmative determination that there was a reasonable indication that an industry in the US was materially injured by reason of imports of hexamine (hexamethylenetetramine) from the Mainland of China. The investigation will now proceed to the final phase. If the final determination of the DoC is affirmative, the ITC will make its final determination on whether an industry in the US is materially injured or threatened with material injury, by reason of imports of hexamine (hexamethylenetetramine) from the Mainland of China within 45 days after the DoC's final determination.
