Dear Sirs,
Further to the Commercial Information Circular No. 808/2025 of 18 September 2025, the European Commission published Implementing Regulation (EU) 2025/2385 on 28 November 2025 to make imports of certain alkyl phosphonic acids and their sodium salts originating in Chinese Mainland currently under the anti-dumping investigation subject to registration. The Implementing Regulation is available at: https://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=OJ:L_202502385.
2.The product concerned is 2-phosphonobutane-1,2,4-tricarboxylic acid and its sodium salt Tetrasodium hydrogen 2-phosphonatobutane-1,2,4-tricarboxylate, in solid form or in an aqueous solution, classified as of 1 January 2025 under CN code 2931 49 80 (TARIC code 2931 49 80 60). During the period 1 January 2022 until 31 December 2024, the product concerned was classified under TARIC code 2931 49 90 90. The product concerned usually falls under the Chemicals Abstract Services 37971-36-1 and 66669-53-2, and is registered in the European Union under the European Community reference numbers 253-733-5 and 266-442-3, respectively, and the Customs and Statistics Numbers on the European Customs Inventory of Chemical Substances database are 0027475-9 and 0087281-1.
3.The Implementing Regulation will enter into force on 29 November 2025. For further details, please refer to the above Implementing Regulation.
4.For traders involved in the exports of the subject product from the Guangdong Province, please contact ZHENG Jingmin, Director of Trade Remedy and Industry Injury Investigation Division under the Department of Commerce of Guangdong Province, at 86 20 3881 9797. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
