For User Login Account (“ULA”) holders: All previous ULA information has been migrated to OSP accounts. Relevant ULA holders can login to their OSP accounts using their previous ULA login IDs and passwords.

For non-ULA holders: Upon the approval of a new/renewal registration, or when deemed necessary, companies/registered businesses holding valid registrations of the services will receive an invitation email provided by the Department inviting them to create an OSP account.

The T&C may be updated and revised by the Department from time to time.

Apart from the T&C, when using any services provided on the OSP, including but not limited to making enquiries and lodging applications, OSP users are subject to other relevant conditions of participation as set out by the Director-General of Trade and Industry and announced through departmental circulars, notices, and/or information published on the departmental website.

OSP users are deemed to have understood and agreed to be bound by all the T&C upon their OSP account registration and/or use of the OSP.

OSP users understand and agree that the services and information is provided on an "as is" basis. The Department assumes no responsibility for the untimeliness, deletion, mis-delivery of information or any failure of the services provided on the OSP.

OSP users understand that the OSP services and information concerned may involve data transmission over various networks and changes in data format to conform to technical requirements of connecting networks or devices. The Department shall, in no circumstances, be liable for any failure of delivery of services or information or for any inability of the OSP users to gain access to any of such services and information due to the delay or failure of any communication networks or any party providing such access.

OSP users are required to provide certain personal data during the registration of OSP accounts and while using the OSP services. Such data may include Hong Kong Identity Card Number, Passport Number, name of contact person, position, contact telephone number, and contact email address, etc. The data will be used by the Department for ensuring that the OSP is used by the authentic OSP account holders and/or traders eligible to apply for the relevant registration/licence/permit or use the relevant services/information available in the OSP. The data will also be used by the Department for the purposes of considering and processing the applications, checking compliance with various legal and administrative regulations, and for other related purposes. The data may also be disclosed to other Government departments or other third parties for any of the purposes mentioned above; or where such disclosure is authorised or required by law or court order. Apart from this, the data shall only be disclosed to parties which you have given consent to, or which such disclosure is allowed under the Personal Data (Privacy) Ordinance (“PDPO”).

The data will not be kept by the Department longer than is necessary to fulfill the purposes for which the data were used/to be used, or a directly related purpose. The retention periods applied to different kinds of personal data collected and held by the Department are in accordance with the Department’s policies on personal data protection related to different document(s).

OSP users providing incomplete or inaccurate data may be denied access to the OSP and be ineligible for using the services and information on the OSP.

The Department is committed to fully implementing and complying with the relevant provisions of the PDPO. Please refer to the relevant Privacy Policy Statement for details.

OSP users should refer to the relevant Privacy Policy Statement pertaining to the respective web-based services provided including but not limited to enquiries and applications available in the OSP.

Traders are required to set a login ID and password during the registration of OSP accounts. After successfully registering and logging into their OSP accounts, this OSP account acts as an administrator, which can add new user accounts under the same company/business registration with different login IDs and passwords. They are encouraged to change the passwords from time to time to protect their accounts against attempts of unauthorised access.

OSP account holders are responsible for maintaining the confidentiality and authorised uses of their passwords and are fully responsible for all activities that occur with the use of their passwords.

OSP account holders agree and acknowledge that the use of services by any person (whether authorised by themselves or not) with those passwords shall constitute and be deemed to be used by themselves as the account holders.

OSP users understand and agree that the use of services and information in the OSP is at their own discretion and risk. The Department will not accept any liability for loss or damage resulting from (a) the use and inability to use the services and information obtained through or from the OSP; (b) events of interrupted or delayed services and information; (c) unauthorised access to or alteration of information, including but not limited to applications and particulars made in the OSP; and (d) the divulgence of OSP account passwords or the OSP users’ failure to comply with the T&C in connection with the use of any services in the OSP, including but not limited to making enquiries and lodging applications.
