Pursuant to the International Emergency Economic Powers Act (IEEPA), the US President signed Executive Order 14195 on 1 February 2025 announcing that all articles that are products of China shall be subject to an additional 10% ad valorem rate of duty with effect from 4 February 2025. On 5 February 2025, the US Customs and Border Protection announced that the concerned articles include products of Hong Kong.
Subsequently, on 3 March 2025, the US amended the additional duties on products of China (including products of Hong Kong) from 10% to 20% effective from 4 March 2025.
The HKSAR Government expresses strong disapproval of US' imposition of additional duty on products of Hong Kong. The HKSAR Government once again urges the US to take immediate actions to rectify its wrongdoing and withdraw the unilateral tariff measures.
On 1 November 2025, the US announced that it reached a trade and economic deal with China. On 4 November 2025, the US President signed an executive order announcing the modification of the above additional tariffs for products of China (including products of Hong Kong) to 10% effective from 10 November 2025.
Latest developments
On 20 February 2026, the US President signed an executive order announcing that the additional duties imposed pursuant to IEEPA in a number of executive orders, including the additional tariffs for products of China (including products of Hong Kong) imposed under Executive Order 14195, as amended, shall no longer be in effect and no longer be collected effective from 24 February 2026.
