United Nations Sanctions

United Nations Sanctions Ordinance (Cap. 537 of the Laws of Hong Kong) and its subsidiary regulations are enacted to implement resolutions of the Security Council of the United Nations against respective countries in the Hong Kong Special Administrative Region. In accordance with the above Ordinance, Hong Kong's trade and other activities with such countries are subject to certain restrictions.

Countries subject to United Nations Sanctions & scope of sanctions that relates to trade

#
Afghanistan
  • Prohibition against the supply, sale, transfer or carriage of arms or related material to certain persons or entities;
  • Prohibition against the provision of technical advice, assistance or training related to military activities in certain circumstances;
  • Prohibition against making available to, or for the benefit of, certain persons or entities any funds or other financial assets or economic resources;
  • Prohibition against dealing with funds or other financial assets or economic resources owned by or otherwise belonging to, or held by, certain persons or entities; and
  • Prohibition against the entry into or transit through the Hong Kong Special Administrative Region by certain persons.
Central African Republic
  • Prohibition against the supply, sale or transfer or carriage of arms or related materiel (prohibited goods) to any armed groups or associated individuals operating in the Central African Republic (armed persons in CAR);
  • Prohibition against the provision of technical assistance, training or financial or other assistance related to military activities or the provision, maintenance or use of any prohibited goods to any armed persons in CAR;
  • Prohibition against making available to, or for the benefit of, certain persons or entities any funds or other financial assets or economic resources (economic assets);
  • Prohibition against dealing with economic assets belonging to, or owned or controlled by, certain persons or entities; and
  • Prohibition against entry into or transit through the Hong Kong Special Administrative Region by certain persons.
Democratic Republic of the Congo
  • Prohibition against the supply, sale, transfer or carriage of arms or related materiel to certain persons;
  • Prohibition against the provision of assistance, advice or training related to military activities in certain circumstances;
  • Prohibition against making available to, or for the benefit of, certain persons or entities any funds or other financial assets or economic resources;
  • Prohibition against dealing with funds or other financial assets or economic resources belonging to, or owned or controlled by, certain persons or entities; and
  • Prohibition against entry into or transit through the Hong Kong Special Administrative Region by certain persons.
Democratic People's Republic of Korea
  • Prohibition against the supply, sale, transfer and carriage of additional items to the DPRK or persons connected with the DPRK;
  • Prohibition against the supply, sale, transfer and carriage of additional luxury goods to the DPRK;
  • Prohibition against the supply, sale, transfer, and carriage to the DPRK or persons connected with the DPRK, and the procurement from the DPRK or persons connected with the DPRK, of additional items identified and designated by the United Nations Security Council;
  • Prohibition against the procurement of additional items from the DPRK or persons connected with the DPRK;
  • Prohibition against the carrying on of banking businesses by persons connected with the DPRK and the establishment and maintenance of offices by DPRK banks in the Hong Kong Special Administrative Region (HKSAR);
  • Prohibition against certain business activities of financial institutions in the DPRK or in connection with DPRK banks;
  • Prohibition against the opening and maintenance of bank accounts for consular posts and accredited consular officers of the DPRK;
  • Prohibition against the provision of financial support for trade with persons connected with the DPRK;
  • Prohibition against the provision of specialised teaching or training that could contribute to the DPRK's proliferation of sensitive nuclear activities or the DPRK's development of nuclear weapon delivery systems, to nationals of the DPRK;
  • Prohibition against the engagement in any scientific or technical co-operation involving persons officially sponsored by the DPRK or persons representing the DPRK except for medical exchanges;
  • Prohibition against certain activities in connection with ships and aircraft;
  • Prohibition against certain activities in connection with immovable property; and
  • Prohibition against the establishment, maintenance or operation of joint ventures or co-operative entities with persons connected with the DPRK and the investment in such joint ventures or co-operative entities; and
  • Prohibition against entry into or transit through the Hong Kong Special Administrative Region by certain persons.
Haiti
  • Prohibition against the supply, sale, transfer or carriage of arms or related materiel to Haiti;
  • Prohibition against the provision of technical assistance, training or financial or other assistance related to military activities, or related to the provision, maintenance or use of arms or related materiel, to Haiti;
  • Prohibition against making available to, or for the benefit of, certain persons or entities any funds or other financial assets or economic resources (economic assets);
  • Prohibition against dealing with economic assets belonging to, or owned or controlled by, certain persons or entities; and
  • Prohibition against entry into or transit through the Hong Kong Special Administrative Region by certain persons.
Iran
  • Prohibition against supply, sale or transfer of nuclear-related items to Iran;
  • Prohibition against carriage of nuclear-related items to Iran;
  • Prohibition against provision or transfer of certain assistance, training, services or resources related to nuclear-related items; and
  • Prohibition against sale and acquisition of interest in uranium commercial activity.
Iraq
  • Sale or supply of arms and related material to Iraq, i.e. arms and related material of all types, including all forms of conventional military equipment (including equipment for paramilitary forces) and any spare parts, components or their means of production for such equipment except for those required by the relevant Authority stated in the United Nations Security Council's Resolution 1483 (2003).
ISIL and Al-Qaida
  • Prohibition against the supply, sale, transfer or carriage of arms or related materiel to ISIL and Al-Qaida;
  • Prohibition against the provision of advice, assistance or training related to military activities to ISIL and Al-Qaida;
  • Prohibition against making available to ISIL and Al-Qaida any funds or other financial assets or economic resources, or dealing with funds or other financial assets or economic resources of ISIL and Al-Qaida; and
  • Prohibition against entry into or transit through the Hong Kong Special Administrative Region by individuals associated with ISIL or Al-Qaida.
Lebanon
  • Sale, supply or delivery of arms and related material (including weapons and ammunition, military vehicles and equipment, paramilitary equipment) and spare parts for the aforementioned, except for those authorized by the Government of Lebanon or by the United Nations (UN) Interim Force in Lebanon as authorized in the UN Security Council's Resolution 1701 (2006).
Libya
  • Prohibition against the supply, sale, transfer or carriage of arms or related materiel to certain persons;
  • Prohibition against the loading, transport or discharge of petroleum from Libya aboard certain ships;
  • Prohibition against the provision of technical assistance, training or financial or other assistance related to military activities etc. in certain circumstances;
  • Prohibition against the procurement of arms or related materiel from Libya or connected persons;
  • Prohibition against making available to, or for the benefit of, certain persons or entities any funds or other financial assets or economic resources (economic assets);
  • Prohibition against dealing with economic assets belonging to, or owned or controlled by, certain persons or entities;
  • Prohibition against engaging in any financial transaction related to any petroleum from Libya aboard certain ships;
  • Prohibition against the entry into or transit through the Hong Kong Special Administrative Region (HKSAR) by certain persons;
  • Prohibition against the provision of certain services to ships under certain circumstances;
  • Prohibition against certain ships entering the HKSAR; and
  • Prohibition against the taking off from, landing in and flying in the HKSAR of certain aircraft.
Somalia
  • Prohibition against the supply, sale, transfer or carriage of weapons, ammunition or military equipment to Somalia or to certain persons;
  • Prohibition against the provision of technical assistance or training or financial or other assistance to certain persons;
  • Prohibition against the supply, sale, transfer or carriage of certain improvised explosive devices components to Somalia;
  • Prohibition against the provision of the technology required for the production or use of certain improvised explosive devices components;
  • Prohibition against the import of charcoal from Somalia;
  • Prohibition against making available to, or for the benefit of, certain persons or entities any funds or other financial assets or economic resources;
  • Prohibition against dealing with funds or other financial assets or economic resources belonging to, or owned or controlled by, certain persons or entities; and
  • Prohibition against entry into or transit through the Hong Kong Special Administrative Region by certain persons.
South Sudan
  • Prohibition against the supply, sale, transfer or carriage of arms or related materiel to South Sudan;
  • Prohibition against the provision of technical assistance, training or financial or other assistance related to military activities in certain circumstances;
  • Prohibition against making available to, or for the benefit of, certain persons or entities any funds or other financial assets or economic resources (economic assets);
  • Prohibition against dealing with economic assets belonging to, or owned or controlled by, certain persons or entities; and
  • Prohibition against entry into or transit through the Hong Kong Special Administrative Region by certain persons.
Sudan
  • Prohibition against the supply, sale, transfer or carriage of arms or related materiel to certain persons connected with Sudan;
  • Prohibition against the provision of assistance or training related to the provision, manufacture, maintenance or use of prohibited goods to certain persons connected with Sudan;
  • Prohibition against making available to certain persons or entities funds or other financial assets or economic resources, or dealing with funds or other financial assets or economic resources of certain persons or entities; and
  • Prohibition against the entry into or transit through the Hong Kong Special Administrative Region by certain persons.
Yemen
  • Prohibition against the supply, sale, transfer or carriage of arms or related materiel to certain persons or entities;
  • Prohibition against the provision of certain technical assistance, training or financial or other assistance to certain persons or entities;
  • Prohibition against making available to, or for the benefit of, certain persons or entities any funds or other financial assets or economic resources (economic assets);
  • Prohibition against dealing with economic assets belonging to, or owned or controlled by, certain persons or entities; and
  • Prohibition against entry into or transit through the Hong Kong Special Administrative Region by certain persons.
