New Arrangements on Services Related to Ozone Depleting Substances Starting from 1 December 2025, the Trade and Industry Department will cease to provide public services related to ozone depleting substances (ODS). The relevant services will be handled by the following departments with enhancement starting from the same day:

Importers and exporters of ozone depleting substances listed in the Schedule to the Ozone Layer Protection Ordinance have to be registered with the Director of Environmental Protection under the Ozone Layer Protection Ordinance.
Application form for registration under the Ozone Layer Protection Ordinance can be downloaded (please click here) or obtained from the Rough Diamonds and Ozone Depleting Substances Licensing Unit of the Trade and Industry Department at Room 1604, 16/F, Trade and Industry Tower, 3 Concorde Road, Kowloon City, Hong Kong.
Duly completed forms together with the required supporting documents may be returned by hand, by mail, or by electronic submission to the Rough Diamonds and Ozone Depleting Substances Licensing Unit. Applicants should also pay the requisite registration application fee.
Renewal of registration of existing importers and exporters of ozone depleting substances normally takes place in October/ November every year.
Important Reminder: To avoid committing an offence under the Prevention of Bribery Ordinance (POBO) (Chapter 201 of the Laws of Hong Kong), a person shall not offer any advantages as defined in the POBO to any public servant of the Government in connection with his/her application for or approval of licence/registration under the import and export controls on ozone depleting substances.
