New Arrangements on Services Related to Ozone Depleting Substances
Starting from 1 December 2025

Starting from 1 December 2025, the Trade and Industry Department will cease to provide public services related to ozone depleting substances (ODS). The relevant services will be handled by the following departments with enhancement starting from the same day:

• Registration of importers/exporters and applications of import / export / import and export licences covering ODS (including methyl bromide as ODS) and hydrofluorocarbons (HFCs) will be processed by the Environmental Protection Department (EPD) under the newly amended Ozone Layer Protection Ordinance, OLPO (Cap. 403);
• Applications of import / import and export licences covering methyl bromide as pesticide (Form 3 and Form 6) under the Import and Export Ordinance (Cap. 60) will be processed by the Agriculture, Fisheries and Conservation Department (AFCD) following the prevailing controls.
