Textiles Publications Guidance Notes on Traders registered under the Textiles Trader Registration Scheme (TTRS) are, subject to their compliance with a set of conditions, exempted, during the validity period of their registration, from the licensing requirement of the Import and Export Ordinance in respect of textiles which fall within the scope of the scheme. When a registered textiles trader relies on the exemption granted to him under the TTRS to import or export such textiles, he must cover his imports and exports with notifications. Textiles notifications can be lodged in paper form or in electronic form to the Trade and Industry Department. This guidance note sets out the various types of notifications in paper form and specifies how they should be completed and submitted. For guidance notes on completion of electronic textiles notification, please refer to Textiles Trader Registration Circular No. 16/2003 dated 28 May 2003 which can be downloaded from http://www.tid.gov.hk/english/aboutus/tradecircular/ttrc/2003/ttrc162003.html. Types of Textiles Notifications There are four types of textiles notifications: Type Purpose To cover exports of textiles of Hong Kong origin to the Mainland or to economies which have applied safeguard measures on textiles imports from the Mainland, currently the US and the EU. The requirements which are applicable to all types of notifications are set out at Annex 1 (pdf format) and specific requirements for completing import notification and transshipment notification are set out in Annex 2 and Annex 3 (pdf format) respectively. Specimens illustrating the application of these requirements and requirements specific to individual types of notifications are at Annexes 4 to 10 (pdf format). Before completing a notification, a registered textiles trader is also advised to read carefully the updated conditions of exemption set out in Textiles Trader Registration Circulars issued by the Department and the Conditions of Use at the back of the notification forms. Annex Type of Notification Remarks Requirements applicable to all types of notifications to be lodged in paper form Specific requirements applicable to Import Notification (Textiles) to be lodged in paper form Transhipment Notification (Out-bound) Notifications which are not completed in accordance with the specified requirements are invalid; they cannot be used to cover imports, exports and transhipments of textiles.
