Ref. : GL 201 4 January 2008 To : All shipping companies, airlines and Dear Sirs, Inclusion of Chinese Medicines under the Transhipment Cargo Exemption Scheme With the enactment of the Chinese Medicine Ordinance (Commencement) Notice 2007, importers and exporters of 36 Chinese herbal medicines and proprietary Chinese medicines as specified in Part I of the First Schedule and Part I of the Second Schedule to the Import and Export (General) Regulations (Cap 60, subsidiary legislation) will be required to apply for licences with the Department of Health with effect from 11 January 2008. Please refer to Annex 1 (pdf format) for the product coverage of the 36 specific Chinese medicines caught under licensing control. To facilitate the trade in handling transhipment cargoes of the said Chinese medicines subject to licensing control, with effect from 11 January 2008, registrants of the Transhipment Cargo Exemption Scheme (the Scheme) can be exempted from the import and export licensing requirements for the 36 specific Chinese herbal medicines and proprietary Chinese medicines under Cap 60 provided that they comply with the general conditions of exemptions of transshipment cargo covered by the Scheme shown in Annex 2 (pdf format).
