European Union (EU)* : Initiation of a Partial Interim Review of the Anti-dumping Measures on Imports of Coumarin Originating in the Mainland of China
Further to the Commercial Information Circular No. 358/2008 of 11 July 2008, the European Commission (the Commission) has published a notice to initiate a partial interim review of the anti-dumping measures imposed on imports of coumarin originating in the Mainland of China. The review was initiated at the own initiative of the Commission and is limited in scope to the examination of injury.

The Commission has been informed that the sole producer of coumarin, which constituted the EU industry in the investigation that lead to the imposition of the existing anti-dumping measures, has decided to discontinue production of coumarin within the EU at the end of August 2010. As such, an investigation is initiated to examine whether or not the maintenance of the existing measures is warranted.

In order to obtain information, all interested parties must make themselves known, present their views or provide any other information to the Commission
within 37 days from 5 November 2010, unless otherwise specified. They may also apply to be heard within 37 days from 5 November 2010.

BACKGROUND

Definitive anti-dumping duties on coumarin originating in the Mainland of China were first imposed on April 1996 and were extended for another five years starting from 10 May 2002 subsequent to an expiry review.

Based on the findings of two separate circumvention investigations, the definitive anti-dumping duties imposed on imports of coumarin originating in the Mainland of China were extended to : (a) imports of the same products consigned from India or Thailand (with effect from 1 January 2005), whether declared as originating in India or Thailand or not; and (b) imports of the same products consigned from Indonesia or Malaysia (with effect from 11 November 2006), whether declared as originating in Indonesia or Malaysia or not.

As a result of another expiry review in 2007, the definitive anti-dumping duties were extended for another five years with effect from 12 July 2008.
