European Union (EU)*: Result of Expiry Review of the
Anti-dumping Duty on Imports of Coumarin Originating in the
Mainland of China

Further to Commercial Information Circular No. 78/2001 of 17 April 2001, the Council of the EU has published a notice in the Official Journal of the European Communities announcing the decision to maintain the definitive anti-dumping duty imposed on imports of coumarin originating in the mainland of China consequent to an expiry review. A copy of the notice is appended (pdf format) to this circular for reference. Details are as follows :

(a) Product : Coumarin classifiable within CN code ex 2932 2100 (TARIC code 2932 2100 10).
(b) Rate of Duty : EUR 3,479 per tonne
(c) Effective Date : 10 May 2002

BACKGROUND

  1. The Council of the EU imposed on 5 April 1996 a definitive anti-dumping duty on imports of coumarin originating in the mainland of China at a rate of ECU 3,479 per tonne. In January 2001, the European Chemical Industry Council (CEFIC) requested an expiry review alleging that there would be a continuation or recurrence of dumping and injury to the Community industry with the expiry of the anti-dumping duty. The European Commission initiated an expiry review on 4 April 2001.

  2. On the basis of the results of the investigation, the Commission concluded that there was dumping of the product concerned and there would be likelihood of recurrence of injurious dumping if the duty was repealed. The Council of the EU therefore decided to maintain the definitive anti-dumping duty imposed on imports of coumarin originating in the mainland of China. The duty has taken effect since 10 May 2002.
