Updated Primer for the Lacey Act Declarations
The trade was informed via Commercial Information Circular No. 3/2010 that the Animal and Plant Health Inspection Service (APHIS) of the US Department of Agriculture has updated some web postings related to the US Lacey Act declarations. The APHIS has recently posted a February 2010 version of its Lacey Act primer to its website which is available at
http://www.aphis.usda.gov/plant_health/lacey_act/downloads/LaceyActPrimer.pdf.

The APHIS has added certain new pages to the primer illustrating how to complete the Lacey Act declarations. The additional pages include sample declaration/blanket declaration/blanket declaration reconciliation, information on downloading the paper declaration and completing the paper/electronic/blanket declaration, and taxonomy and scientific names.

Traders are advised to visit the APHIS website which is available at http://www.aphis.usda.gov/plant_health/lacey_act/index.shtml for the latest information regarding the Lacey Act. Traders are also strongly advised to seek clarifications with their importers in the US in order to comply with the necessary requirements.
