Dear Sirs,
Commercial Information Circular No. 26/2003
US : Air Cargo Security
The US Customs Service is required under the US law, the Trade Act of 2002, to draw up by 1 October 2003 regulations to require advanced electronic transmission of both inbound and outbound cargo information which is necessary to ensure cargo safety and security. The Department has just received information on the US Customs Service's first proposal for electronic transmission of information relating to air cargoes. A copy of the proposal, in two separate parts on different automated systems and requirements for inbound and outbound cargoes, is appended (pdf format) to this circular for reference. We understand that the US Customs Service is gathering views from affected parties on the proposal before the relevant regulations are drafted. They are requesting views to be sent to traderelations@customs.treas.gov by 24 January 2003.
