UNITED NATIONS SANCTIONS (LIBERIA) REGULATION 2010

This is to announce for general information that on 30 April 2010 the Government gazetted the United Nations Sanctions (Liberia) Regulation 2010 (L.N. 48 of 2010).

  1. This Regulation, made under section 3 of the United Nations Sanctions Ordinance (Cap. 537), is to implement sanctions against Liberia imposed by the United Nations Security Council under Resolution 1903. The Regulation covers, amongst others, for the following: 

  1. prohibition against the supply, sale, transfer or carriage of arms or related materiel to a person operating in the territory of Liberia;

  2. prohibition against the provision of assistance, advice or training related to military activities to a person operating in the territory of Liberia; and

  3. prohibition against entry into or transit through the HKSAR by certain persons.

This Regulation shall expire at midnight on 16 December 2010.

  1. The Regulation also continues to give effect to a decision of the Security Council in Resolution 1532 by providing for the prohibition against making available to certain persons or entities funds or other financial assets or economic resources, or dealing with funds or other financial assets or economic resources of certain persons or entities.

WARNING

  1. Contravention to the prohibitions imposed by the Regulation attracts substantial penalties which may amount in some cases to imprisonment for 7 years and/or a fine. 

IMPORTANT NOTE

  1. This circular is NOT a statement of the Laws of Hong Kong and has NO legal status. Anyone interested in the Regulation should refer to the Government Gazette for details. The prohibitions in the Regulation will apply to any person and company/registered business irrespective of and notwithstanding the possession of valid licences issued by the Director-General of Trade and Industry under the Import and Export Ordinance (Cap. 60) and its subsidiary legislation and other Enactments.
