United Nations Sanctions

List of Countries subject to United Nations Sanctions

For the up-to-date position of the UN sanctions in force in Hong Kong, please refer to the "United Nations Sanctions Ordinance" (Chapter 537 of the Laws of Hong Kong) and its subsidiary legislations at the website of the Department of Justice.

Country

Scope of Trade-related Sanctions

Eritrea
  • Direct or indirect supply, sale or transfer of arms and related material of all types, including weapons and ammunition, military vehicles and equipment, paramilitary equipment, and spare parts for the aforementioned.

Afghanistan

  • Exportation, supply or delivery of any arms and related material (including weapons and ammunition, military vehicles, military equipment and paramilitary equipment) and spare parts for the aforementioned to Usama bin Laden, the Al-Qaida Organization, the Taliban and their associates.
Cote de Ivoire
  • Import of rough diamonds; except that will be used solely for the purposes of scientific research and analysis in connection with the research to facilitate the development of scientific technical information concerning Ivorian diamond production, provided the research is coordinated by the Kimberley Process and approved on a case by case basis by the Committee; and
  • Supply and delivery of arms and related material, including military aircraft and equipment to Cote de Ivoire, except for those supplied to the parties or for the purposes specified in the relevant United Nations Security Council's Resolutions. 
Democratic Republic of the Congo
  • Supply and delivery of arms or related material to any person in the territory of the Democratic Republic of Congo, except for those to be supplied to the parties specified in the United Nations Security Council's Resolution 1771 (2007), and the supply of the goods shall only be made to designated receiving sites and notified in advance to the relevant UN Authority.
Democratic People's Republic of Korea
  • Direct or indirect supply, sale or transfer to the Democratic People's Republic of Korea of all arms and related material as determined by the relevant UN Authorities specified in the relevant UN Security Council Resolutions, all items, materials, equipment, goods and technology as set out in the lists in the UN documents S/2006/814 and S/2006/815 as well as luxury goods; and
  • Exportation and procurement of the above items (other than luxury goods) from the Democratic People's Republic of Korea.

Iran

  • Supply, sale or transfer directly or indirectly to, or for the use in or benefit of, Iran, of all items, materials, equipment, goods and technology which could contribute to Iran's enrichment-related, reprocessing or heavy water-related activities, or to the development of nuclear weapon delivery systems as (1) set out in relevant sections of S/2006/814 and S/2006/815; or (2) determined as necessary by the Security Council, the Committee or the State. 
  • Exportation and procurement of the above items from Iran.
  • Procure any arms or related material from Iran.

Iraq

  • Sale or supply of arms and related material to Iraq, i.e. arms and related material of all types, including all forms of conventional military equipment (including equipment for paramilitary forces) and any spare parts, components or their means of production for such equipment except for those required by the relevant Authority stated in the United Nations Security Council's Resolution 1483 (2003).

Lebanon
  • Sale, supply or delivery of arms and related material (including weapons and ammunition, military vehicles and equipment, paramilitary equipment) and spare parts for the aforementioned, except for those authorized by the Government of Lebanon or by the United Nations (UN) Interim Force in Lebanon as authorized in the UN Security Council's Resolution 1701 (2006).

Liberia

  • Direct or indirect supply, sale or transfer of arms and any related material to all non-governmental entities and individuals operating in the territory of Liberia.

Sierra Leone

  • Exportation, supply or delivery of arms and related material (including weapons, ammunition, military vehicles, military equipment and paramilitary police equipment); any component for such arms and related material; and any goods specifically designed or prepared for use, or normally used, in the manufacture or maintenance of the aforementioned. 
Somalia
  • Exportation, supply or delivery of any arms and related material (including weapons, ammunition, military vehicles, military equipment and paramilitary police equipment); any component for arms and related materials; and any goods specifically designed or prepared for use, or normally used, in the manufacture or maintenance of the aforementioned.

Sudan

  • Supply and delivery of arms and related material, including weapons, ammunition, military vehicles, military equipment and paramilitary equipment and any component for the aforementioned, to any non-governmental entity or individual, including the Janjaweed, operating in Darfur; all the parties to the N'djamena Ceasefire Agreement; or any other belligerents in Darfur, except for those supplied and delivered to the relevant parties or for the purposes specified in the United Nations Security Council's Resolution 1591 (2005).
