Textiles Licence Exemptions for Textiles Import, Re-export and Export - Textiles Trader Registration Scheme (TTRS)
Procedures and Documentation Requirements
New Application for Registration
Traders, including importers, exporters, manufacturers, carriers and freight forwarders, who are carrying on the business of importing or exporting textiles or handling transhipment cargo of textiles falling under the coverage of the TTRS may apply for registration as a textiles trader under the TTRS. Before completing and returning the Application Form for Textiles Trader Registration (TID 91) , please read the conditions of exemption and other conditions set out in the Textiles Trader Registration circulars issued by the Director-General of Trade and Industry.
Procedures and Documentation Requirements
Traders interested in the TTRS should return the Application Form for Textiles Trader Registration (TID 91) and other necessary documents (pdf format), either by hand or by registered mail, to the Central Registration Office.
Under normal circumstances, application for registration under the TTRS will be processed within three clear working days (i.e. excluding Saturdays, Sundays and public holidays) after the date upon which the application is received. The signatory of the application may be invited for an interview and required to produce the original of the documents for examination. On approval, a Certificate of Registration as a Textiles Trader will be issued and sent to the applicant by registered mail.
Payment of registration fee does not guarantee approval of registration by the Director-General of Trade and Industry. If the application is unsuccessful, the prepaid fee will be refunded to the applicant. Please refer to the Notes for Payment of Registration Fee for payment method.
The information provided and the declarations made by a trader at his application for registration under the TTRS must be true and correct. Registration obtained on the basis of false material particulars in an application is void from the start. Notifications issued by the purported "registrant" are likewise void from the beginning, since no exemption should ever have been granted in the absence of valid registration.
A registered textiles trader (be he an importer, exporter, manufacturer, carrier or freight forwarder) is allowed to hold only one Certificate of Registration as a Textiles Trader, irrespective of the nature of his business. He must ensure that no alteration is made to it unless such alteration is authorized by the Director-General of Trade and Industry. In the event of cancellation, revocation or suspension of the registration, the registered textiles trader concerned must immediately surrender his Certificate of Registration as a Textiles Trader to the Trade and Industry Department.
