Production Notification for Cut-and-Sewn Garments (PN)

The Production Notification (PN) arrangement was introduced on 1 July 1996 to ensure that the principal manufacturing process of cut-and-sewn garments (i.e. assembly of parts into garments) is carried out in Hong Kong. It requires manufacturers registered with the Trade and Industry Department producing cut-and-sewn garments intended for export to the USA to lodge PN on the day of or within 3 working days(note) prior to the commencement of the major assembly work in Hong Kong, unless under certain exemptions (pdf format).
A validated PN is a requisite supporting document for subsequent application for Certificate of Hong Kong Origin covering the export of the garments concerned to the USA.
Note: "Working day" means any day other than a general holiday, a gale warning day or a black rainstorm warning day.
