Retrospective Licence Application

Procedures and Supporting Documents

Belated licence applications may be accepted only if the applicant can provide the following supporting documents:

  1. a completed application form TID 108 (pdf format) explaining why the retrospective application is made and, for imported goods, whether the importer has taken delivery of the goods;
  2. a declaration form TID 109 (pdf format) duly completed by the relevant carrier or cargo agent in the case of import;
  3. a fresh set of completed Import Licence Form 3 (pdf format) or Export Licence Form 6 as appropriate in respect of the consignment under application (exact date of departure/arrival, and vessel name or vehicle/flight number should be shown in the relevant boxes);
  4. photocopies of the relevant shipping documents, i.e. bill of lading (if consigned by sea), air waybill (if consigned by air) or manifest (if consigned by land);
  5. other relevant supporting documents, such as invoice, packing list; and
  6. in case of shipment after the expiry of the validity of an approved licence, the unused copies of the expired licence should be returned for cancellation (for paper licence).

Warning

Traders should note that lodgement of retrospective applications for Import Licence Form 3 or Export Licence Form 6 covering rice does not imply automatic approval of the licences. The issue of retrospective licences is for the sole purpose of facilitating consignment handling and/or trade data capturing and the granting of a retrospective licence shall not constitute a defence in any proceedings under the Reserved Commodities Ordinance and its subsidiary regulations or preclude any administrative action which may be taken by the Director-General of Trade and Industry.
