Enforcement

Manifest Checking

  • Carriers (shipping companies, airline companies and transportation companies) are required under the law to send to the Trade and Industry Department, within 14 days after importation/ exportation of goods, manifests giving full shipment details for the goods imported/exported, together with copies of licences issued by the Department or the appropriate notifications.

  • The Department maintains a system of manifest checks to ensure that imports and exports subject to licensing requirements are covered by valid licences or notifications as appropriate, and that the shipment details conform to those contained in the approved licences or notifications.

  • Possible import and export licensing irregularities may include over-shipments, short-shipments, shipments without licences or shipments against expired licences, etc. The Department will take follow up actions against the carriers and the exporter/importer involved. Please click here for details about the Legal and Administrative Sanctions.

  • For more information on manifest checking, please click here or call 2398 5565 during office hours.
