Enquiry on Origin Criteria

Guidance Notes on Making Enquiry on Origin Criterion

The Factory Registration and Origin Certification Branch of the Trade and Industry Department provides information on the Hong Kong origin conferring rules and criteria for products made in Hong Kong.  Companies which wish to know whether their products can qualify for a certificate may write to the Factory Registration and Origin Certification Branch.  To facilitate the Department's consideration, please include the following information in your letter :

1. Full product description (with 8-digit Harmonised System code);
   

2. Raw materials/component parts used (with 8-digit Harmonised System code) and their origin;
   

3. Detailed description of the various manufacturing processes involved supplemented by a simple flowchart on the processes carried out;
   

4. Processes carried out/to be carried out in Hong Kong;
   

5. Target market; and
   

6. One set of photographs showing the front view of the raw materials, machinery or equipment used and final product respectively.  For certain cases, enquirers should include two sets of photographs for the respective front and back views if there are visual differences between the two.

2. On the less straightforward cases, traders may also be asked to present the following to the officers of the Trade and Industry Department :

  a.       An actual sample of the final product;

  b.       Statement of the cost content of the final product;

  c.        Specimen of raw materials; and/or

  d.       Photographs showing the manufacturing processes.

3. For the convenience of communication, please provide in the enquiry letter the details below :

  a.        Company name and address;

  b.        Factory registration number of the company (if any);

  c.        Name of contact person; and

  d.        Telephone number, facsimile number and e-mail address (if any).
