Specific commitments

1.

To allow Hong Kong service suppliers to construct, renovate and operate, on a wholly-owned basis, hotels, apartment buildings and restaurant establishments in the Mainland.

2.

There will be no geographic restriction on Hong Kong travel agencies forming joint venture travel agencies in the Mainland where the Mainland agencies have majority shareholding.

3.

To allow residents of Beijing, Shanghai, and Guangzhou, Shenzhen, Zhuhai, Dongguan, Zhongshan, Jiangmen, Foshan and Huizhou of the Guangdong Province to visit Hong Kong individually for tourism, and to allow the same in respect of the whole of Guangdong Province not later than 1 July 2004.

Specific commitments

To lower the entry requirement in the Mainland for Hong Kong travel agencies: the annual business turnover of the Hong Kong travel enterprises should not be less than US$25 million for setting up wholly owned travel agencies in the Mainland; and not less than US$12 million for setting up joint venture travel agencies in the Mainland.

Specific commitments

To allow Hong Kong travel agents established on a wholly-owned or joint venture basis in Guangdong Province to apply for the operation on a pilot basis of group tours to Hong Kong and Macao for residents of Guangdong Province (residents registered with permanent residence in Guangdong Province).

Specific commitments

1.

The annual business turnover of Hong Kong travel agents should not be less than US$8 million for setting up joint venture travel agents in the Mainland.

2.

The annual business turnover of Hong Kong travel agents should not be less than US$15 million for setting up wholly-owned travel agents in the Mainland.

3.

To allow Hong Kong travel agents established on a wholly-owned or joint venture basis in Guangxi, Hunan, Hainan, Fujian, Jiangxi, Yunnan, Guizhou and Sichuan Provinces or Autonomous Region to apply for the operation on a pilot basis of group tours to Hong Kong and Macao for residents registered with permanent residence in these provinces or autonomous region.

Specific commitments

1.

To delegate to the Guangdong Province approval of applications submitted by Hong Kong service suppliers for setting up travel agents on a wholly owned, equity joint venture or contractual joint venture basis in Guangdong.

2.

To allow Hong Kong permanent residents with Chinese citizenship to take the "Mainland Qualification Examination for Tourist Guide". Those who have passed the examination can obtain the "Mainland Tourist Guide Certificate" in accordance with the relevant requirements.

Specific commitments

1.

To allow Hong Kong permanent residents with Chinese citizenship to obtain Mainland outbound tour escort credential. They can be employed by Mainland international travel agents authorised to operate outbound group tours for Mainland residents as well as Hong Kong and Macau travel agents authorised to operate group tours to Hong Kong and Macau for Mainland residents.

2.

Mainland travel agents authorised to operate group tours to Taiwan can organise group tours for Mainland residents who hold valid exit/entry permit for travelling to and from Taiwan and travel endorsement (type L) to enter and remain in Hong Kong in transit. This measure aims to facilitate travel trade in the Mainland and Hong Kong to develop multi-destination tour products.

To allow Hong Kong travel agents established on a wholly-owned or joint venture basis in Beijing and Shanghai Municipalities to apply for the operation on a pilot basis of group tours to Hong Kong and Macao for residents of the Beijing and Shanghai Municipalities (residents registered with permanent residence of the Beijing and Shanghai Municipalities).

Specific commitments

Optimizing the current "144-hour facilitation visa" policy in Guangdong Province through relaxing the requirement to pre-register the outbound control point, and reviewing the requirement regarding tour size at an appropriate juncture.
