Road Passenger Transportation Services

Liberalization Measures under CEPA 

CEPA I

Specific commitments

1.

To allow Hong Kong service suppliers to set up wholly-owned enterprises in the Mainland to provide road freight transport services.

2.

To allow Hong Kong service suppliers to provide direct non-stop road freight transport services between Hong Kong and individual provinces, cities and autonomous regions in the Mainland1.

3.

To allow Hong Kong service suppliers to set up wholly-owned enterprises in the Western Region of the Mainland to provide road passenger transport services


1 Non-stop services mean direct road transport services between Hong Kong and the Mainland. In this sector, Hong Kong service suppliers supplying non-stop services must be enterprise juridical persons. 

CEPA II

Specific commitments

1.

To allow passenger transport companies operating franchised bus services and companies operating non-franchised bus services (Guangdong - Hong Kong cross-boundary coach services) in Hong Kong to set up joint venture enterprises in Guangdong, Guangxi, Hunan, Hainan, Fujian, Jiangxi, Yunnan, Guizhou and Sichuan to provide "direct passenger bus services" between Hong Kong and the above nine provinces2 .

2.

To allow passenger transport companies operating franchised bus services in Hong Kong to set up wholly-owned enterprises in Mainland cities at the municipal level to provide passenger public transport and hire car services at those cities.


2 "Direct passenger bus services" means direct road transport services between Hong Kong and the Mainland. In this sector, Hong Kong service suppliers supplying "direct passenger bus services" must be enterprise juridical person. 

2007 Liberalization Measures

To allow Hong Kong service suppliers to set up joint venture enterprises in the Mainland to provide interurban regular passenger transportation services.

Specific commitments

1.

To delegate to the Guangdong Province approval of the provision of road freight transport services by Hong Kong-invested production enterprises in Guangdong.

2.

To delegate to the Guangdong Province approval of Hong Kong service suppliers setting up repair and driver training enterprises, and passenger and freight transport stations (depots) in Guangdong.
