Specific commitments |
1. |
To allow Hong Kong service suppliers1 to set up wholly-owned enterprises in the Mainland to operate international ship management services, storage and warehousing for international maritime freight, container station and depot services, and non-vessel operating common carrying services. |

To allow Hong Kong service suppliers to set up wholly-owned shipping companies in the Mainland to provide regular business services for vessels that they own or operate, such as shipping undertaking, issuance of bills of lading, settlement of freight rates, signing of service contracts, etc. |
| 3. |
To allow Hong Kong service suppliers to use liner vessels serving main routes to move, without any restrictions, empty containers that they own or rent, as long as customs procedures are observed. |
1 In this sector, the Hong Kong service suppliers must be enterprise juridical persons.

1. |
To allow Hong Kong service suppliers to set up wholly-owned shipping companies in the Mainland to provide shipping agency services for vessels owned or operated by the Hong Kong service suppliers themselves, including customs declaration and inspection, and use of common commercial bills of lading or multimodal transport documents for conducting multimodal transport services. |

To allow Hong Kong service suppliers to set up wholly-owned shipping companies in the Mainland to provide regular business services for feeders that they operate between Hong Kong and ports that are opened to foreign vessels in the Mainland, such as shipping undertaking, issuance of bills of lading, settlement of freight rates, signing of service contracts, etc2. |

To allow Hong Kong service suppliers to set up wholly-owned companies in the Mainland to provide supplies services other than fuel and water to vessels owned or managed by the Hong Kong service suppliers themselves. |

To allow Hong Kong service suppliers to set up wholly-owned companies in the Mainland to provide port cargo loading and unloading services. |
2 The requirement that '50% or more of the ships owned by it, calculated in terms of tonnage, should be registered in Hong Kong" as set out in Annex 5 of "CEPA" is not applicable to Hong Kong service suppliers which provide feeder transport services.

To allow Hong Kong service suppliers to set up wholly-owned companies in the Mainland to provide ship survey services for ships registered in Hong Kong. |
3 The requirement that "50% or more of the ships owned by it, calculated in terms of tonnage, should be registered in Hong Kong" as set out in Annex 5 of "CEPA" is not applicable to Hong Kong service suppliers which provide towing services.
