Introduction of Revised Textiles Notification Forms under the Textiles Trader Registration Scheme
This circular is to advise textiles traders registered under the Textiles Trader Registration Scheme (TTRS) that new textiles notification forms have been put into use and they are now available for purchase at the Department's Collection and Form Sales Office on 1/F of the Trade and Industry Department Tower. Traders may continue to use their existing stock of notification forms to lodge textiles notifications.
Introduction
- A registered textiles trader relying on the exemption granted under the TTRS1 to import or export textiles must either deliver his textiles notifications electronically through Tradelink Electronic Commerce Ltd to the Director-General of Trade and Industry before import or export, or complete an appropriate textiles notification form2 purchased from the Department and deliver it to the carrier for onward delivery to the Department.
- Under the current arrangements, a registered textiles trader who wishes to purchase Import Notification (Textiles) forms is required to first complete an application form, and submit the completed form together with the original of his Certificate of Registration as a Textiles Trader or a certified photocopy of the Certificate, to the Central Registration Office on 1/F, Trade and Industry Department Tower for approval. Upon approval, the registered trader or his representative can then proceed to the Collection and Form Sales Office on 1/F to purchase Import Notification (Textiles) forms.
- For purchase of Export Notification I & II (Textiles) and Transhipment Notification (Textiles) forms at the Collection and Form Sales Office, a registered trader is only required to present to the Office the original of his Certificate of Registration as a Textiles Trader or a certified photocopy of the Certificate for inspection. Additionally, Transhipment Notification (Textiles) forms are sold only to carriers and freight forwarders registered under the TTRS for the purpose of handling transhipment cargo.
- Textiles traders are reminded that the above arrangements for purchase of textiles notification forms3 are subject to change, and the Department may introduce modifications to the arrangements where required. The Department will publicize and give advanced notice on such changes.
Changes incorporated in the new forms
- Changes to textiles notification forms have been made to improve the preciseness of several information items' headers and in the exporter's declaration section in the textiles notification forms to provide for, among others, the declaration of Comprehensive Import Licence (Textiles) Unique Reference Number in the notification where appropriate. References which are no longer deemed appropriate, such as Textiles Control Registration Number, have also been removed.
- In addition, the layout of the textiles notification form has been slightly changed to allow the addition of a new "Hong Kong HS Code" column, immediately next to the "Full Description of Goods" column. This is to make provision for filling in the relevant HS code numbers for products covered in the notification forms. The Department will announce a commencement date for this requirement in due course. After commencement, traders should provide the 8-digit commodity code number in accordance with the current Hong Kong Imports and Exports Classification List (Harmonized System) when they complete textiles notifications. The HKHS code number given should correspond to textiles products declared in the "Full Description of Goods" column.
Use of existing stocks of forms
- As some registered textiles traders may keep a small running stock of forms to meet their shipment needs and that such stock may take some time to be used up, registered traders can continue using their stock of forms to lodge textiles notifications.
Warning
- Registered textiles traders are reminded that one of the conditions of exemption under TTRS is that textiles notification forms purchased must be kept in safe custody and must not be transferred for use by other traders, irrespective of whether they are registered under the TTRS. A registered textiles trader who contravenes or fails to comply with this condition commits an offence and is liable to legal and/or administrative actions.

The procedures for registration and the conditions of exemption are set out in Textiles Trader Registration Circular No. 10/2004 dated 30 November 2004 on "Textiles Control Arrangements for 2005". 2. Four types of notification forms are in use, namely, Export Notification I (TRA550) (ENI), Export Notification II (Textiles) (TRA551) (ENII), Import Notification (Textiles) (TRA552) (IN), and Transhipment Notification (Textiles) (TN) (TRA553). 3.
