Textiles Trader Registration Circular No. 02/01

Phasing Out of Obsolete Textiles Notification Forms

 

It has been announced vide Textiles Trader Registration Circulars No. 04/00 of 12 June 2000, No. 05/00 of 1 November 2000 and No. 01/01 of 15 January 2001 that with effect from 1 July 2000, the name of Trade Department has been changed to Trade and Industry Department and the title of Director-General of Trade to Director-General of Trade and Industry. The arrangement on the phasing out of obsolete forms of the Department bearing the old printed reference of "Trade Department" and "Director-General of Trade" has also been announced. This circular serves to remind textiles traders registered under the Textiles Trader Registration Scheme that with effect from 1 May 2001, only new textiles notification forms bearing printed references to "Trade and Industry Department" and "Director-General of Trade and Industry" will be accepted.

DETAILS

  1. In order to allow time for traders to run down their stock of textiles notification forms, the Trade and Industry Department has continued to accept old textiles notification forms bearing printed references to "Trade Department" and "Director-General of Trade" after 1 July 2000. New textiles notification forms bearing printed references to "Trade and Industry Department" and "Director-General of Trade and Industry" have already been available for sale at the Collection and Form Sales Office at Room 104, 1/F, Trade and Industry Department Tower.

  2. With effect from 1 May 2001, the Trade and Industry Department will only accept new textiles notification forms bearing printed references to "Trade and Industry Department" and "Director-General of Trade and Industry". Old textiles notification forms bearing printed references to "Trade Department" and "Director-General of Trade" should not be used to cover shipments effected on or after 1 May 2001 (except for Transhipment Notification (Textiles) (Out-bound) form which bears the same notification form number as the Transhipment Notification (Textiles) (In-bound) form covering the corresponding in-bound shipment of which is effected before 1 May 2001). Registered traders are reminded that the textiles products imported or exported not under and in accordance with a valid textiles notification or licence may be liable to legal and/or administrative actions which may be taken against the parties concerned.

  3. Besides, as from 1 May 2001, all non-saleable forms submitted in relation to textiles notifications should also bear references to "Trade and Industry Department" and "Director-General of Trade and Industry". A copy each of the revised "Application for Purchase of Import Notification (Textiles) Forms (TRA 552)", "Textiles Notification: Request for Amendment" and "Textiles Notification: Request for Cancellation" forms is attached at Appendices I-III respectively. Textiles traders are reminded that old forms will no longer be accepted on or after 1 May 2001.

  4. Opportunity is taken to remind traders to avoid stocking up forms, which are subject to frequent revisions due to changes in import and export regulations or rules.
