Textiles Trader Registration Scheme
Purchase of Import Notification (Textiles) Forms (TRA 552)
This circular sets out the new arrangement relating to the purchase of Import Notification (Textiles) forms (TRA 552) under the Textiles Trader Registration Scheme (TTRS) with effect from 12 June 2000.
Current Arrangement on Purchase of Textiles Notification Forms
- Currently, all types of textiles notification forms under the TTRS, i.e. Import Notification (Textiles), Export Notification I - IV (Textiles) and Transhipment Notification (Textiles) forms, are available for sale at the Collection and Form Sales Office in Room 104 on 1/F, Trade Department Tower. When purchasing notification forms, a textiles trader registered under the TTRS is required to present, for inspection, the original of his Certificate of Registration as a Textiles Trader or a photocopy of it certified by him or his authorized signatory to be a true copy of the Certificate. Transhipment Notification (Textiles) forms are sold only to carriers and freight forwarders registered under the TTRS for, among others, the purpose of handling transhipment cargo.
New Arrangement on Purchase of Import Notification (Textiles) Forms (TRA 552)

With effect from 12 June 2000, a registered textiles trader who wishes to buy Import Notification (Textiles) forms is required to submit an Application for Purchase of Import Notification (Textiles) Forms (TRA 552) (the application form is attached at the Appendix) prior to the purchase of Import Notification (Textiles) forms. The registered textiles trader or his authorized signatory is required to declare in Part A of the application form his TTR number, TTR validity period, company particulars, quantity of Import Notification (Textiles) forms he intends to purchase, etc.. The registered textiles trader or his representative is then required to submit the application form, together with the original of his Certificate of Registration as a Textiles Trader or a photocopy of it certified by him or his authorized signatory to be a true copy of the Certificate, to Counter No. 10 on 1/F, Trade Department Tower. Upon approval of the application, staff at Counter No. 10 will return the application form to the registered textiles trader or his representative, who may then proceed to the Collection and Form Sales Office on 1/F to purchase Import Notification (Textiles) forms.

When purchasing Import Notification (Textiles) forms, the registered textiles trader or his representative is required to produce the approved application form to the Collection and Form Sales Office within the validity period of his registration under the TTRS and within three working days following the date of approval as shown in Part B(I) of the application form. The serial numbers of Import Notification (Textiles) forms sold to the registered textiles trader will be recorded on the application form by staff at the Collection and Form Sales Office. Upon collection of Import Notification (Textiles) forms, the registered textiles trader or his representative is required to acknowledge receipt by signing at Part C of the application form. The application form will be kept by the Trade Department.

The Application for Purchase of Import Notification (Textiles) Forms (TRA 552) can be obtained from Counter No. 10 on 1/F, Trade Department Tower. The Trade Department also accepts applications made on photocopies of the blank application form at the Appendix of this Circular.
- For the purchase of Export Notification I - IV (Textiles) and Transhipment Notification (Textiles) forms, the current arrangement as set out in paragraph 2 above will continue to be adopted.
Important Note
- As one of the conditions of exemption under the TTRS, notification forms purchased from the Trade Department by a registered textiles trader must be kept in safe custody and must not be transferred for use by others, irrespective of whether they are registered under the TTRS. A registered textiles trader who contravenes or fails to comply with this condition and/or any of the conditions of exemption as set out in the Textiles Trader Registration Circular No. 6/98 dated 21 August 1998 commits an offence and is liable on conviction to a fine of $500,000 and to imprisonment for two years under the Import and Export (General) Regulations.
