Textiles Trader Registration Circulars

Ref : EIC 9700/1/1

21 September 1998

Dear Sirs,

Textiles Trader Registration Circular No. 8/98

Textiles Trader Registration Scheme

Through Bills of Lading or Through Air Waybills

Under the Textiles Trader Registration Scheme (TTRS), it has been a requirement that the through bill of lading or through air waybill supporting the use of a Transhipment Notification must be one which is issued at the original port of loading.

  1. Following a recent review of this requirement, it is now announced that in addition to accepting through bills of lading or through air waybills issued at the original port of loading as has been the case, the Department also accepts, with immediate effect, for the purposes of the TTRS, through bills which are not issued at the original port of loading, provided that they are issued under the authorization of the carrier or his agent handling the consignment at the original port of loading and that proof of the authorization must be produced for inspection upon the request of officers of the Customs and Excise Department or the Trade Department.

  2. Please note that Transhipment Notifications can be used only by those carriers and freight forwarders who are registered under the TTRS for, among others, the purpose of handling transhipment cargo.
