Dear Sirs,
Rough Diamond Trader Registration Circular No. 1/2008
Kimberley Process Certification Scheme for
Rough Diamonds In Hong Kong: Proposed Revision of Fees
The Government plans to revise the fees under the Kimberley Process (KP) Certification Scheme, including initial registration as a rough diamond trader and renewal of registration, and issue of KP Certificate (Import) and KP Certificate (Export). The Import and Export (Fees) (Amendment: Fee Revision) Regulation 2008 was gazetted on 1 February 2008. Subject to the passage of the necessary legislative amendments by the Legislative Council, the revised fees will be implemented with effect from 27 March 2008. This circular informs the trade in advance of the detailed implementation arrangements.
- The current fees for rough diamond trader registration and registration renewal, and for issue of KP Certificate (Import) and KP Certificate (Export) were introduced on 15 May 2006. Following a costing review in 2007 on those fees, we propose to revise all the above fees to their full cost recovery level, which is in line with the Government's fees policy, as follows:
