Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA)
Hong Kong Service Supplier (HKSS) Certification Scheme: New Fee Levels
The current services provided by the Trade and Industry Department to process the application of HKSS certificate, certificate renewal, certificate replacement and Certified True Copy (CTC) certificate were introduced between 2003 and 2005. The services in respect of certificate replacement and CTC certificate are currently charged at $300 per copy. The services in respect of HKSS certificate and certificate renewal have so far been provided free of charge, pending the conduct of a full costing exercise to determine the appropriate fee level in accordance with government's full cost recovery policy.
- The Department has earlier informed Hong Kong service suppliers and the trade vide Notice to Service Suppliers No. 1/2007 dated 12 September 2007 that the Department was conducting a full costing review on the fee levels of services provided under the HKSS Certification Scheme.
- We have completed the costing review and propose to introduce the following fees for services under the HKSS Certification Scheme. The proposed fees are in line with the government's established policy of charging fees at full cost recovery level.

- The Department intends to introduce the proposed fees some time in the first quarter of 2008. We will notify Hong Kong service suppliers and the trade in advance of actual implementation. Applicants who lodge applications with date of receipt on or after the implementation date will be charged at the new fee levels.
