Notice to Exporters: Series 2 (EU) No. 12/2005

European Union (EU)* : EU/Mainland Memorandum of Understanding on
Export of Certain Chinese Textiles and Clothing Products to the EU

Further to the Commercial Information Circular No. 184/2005 cum Notice to Exporters: Series 2 (EU) No. 10/2005 all dated 31 May 2005, the EU and the Mainland of China (the Mainland) reached an agreement on 11 June 2005 on the quantitative limits for 10 categories of Chinese textiles and clothing (T & C) imports into the EU until the end of 2007. This circular informs the trade of the key provisions of the agreement.

Details

  1. A Memorandum of Understanding was signed between the EU and the Mainland on 11 June 2005 to limit the growth of Chinese T & C imports from now until the end of 2007. The agreement covers the following 10 categories of Chinese T & C imports into the EU.

Category 2 Cotton fabrics
Category 4 T-shirts
Category 5 Pullovers
Category 6 Men's trousers
Category 7 Blouses
Category 20 Bed linen
Category 26 Dresses
Category 31 Brassieres
Category 39 Table + kitchen linen
Category 115 Flax or ramie yarn

The safeguard investigations in relation to these products will be discontinued. EU has also undertaken to exercise restraint in the application of the textiles-specific safeguard actions in other categories not covered by the agreement until end 2007, and for all T & C products in 2008.

  1. The agreement provides for annual growth rates between 8% and 12.5% for the import of the 10 categories from 2005 to 2007. The quantitative limits (Appendix (pdf format)) are based on the import levels in March 2004 - February 2005 or April 2004 - March 2005 depending on categories. The limits are effective immediately from 11 June 2005 until 31 December 2007. Necessary administrative arrangements will be put in place for the administration of the agreed import levels.
