Notice to Exporters: Series 2 (EU) No. 10/2005

European Union (EU)* : Safeguard Action on Chinese Textiles and Clothing Products
- Request for Formal Consultations

Further to the Commercial Information Circular No. 173/2005 cum Notice to Exporters: Series 2 (EU) No. 9/2005 all dated 19 May 2005, the European Commission (EC) announced on 27 May 2005 that formal consultations would be launched with the Mainland of China (the Mainland) in relation to imports of T-shirts (category 4) and flax yarn (category 115) into the EU.

Details

  1. With Textiles Committee's agreement to invoke the emergency safeguard procedures and to proceed directly to initiate formal consultations with the Mainland on two categories of textiles and clothing products, namely T-shirts and flax yarn, the EC delivered its request for formal consultations with the Mainland on 27 May 2005. In accordance with the EC guidelines, formal consultations can last for a maximum of 90 days. Within 15 days upon receipt of the EU's request for formal consultation, the Mainland is expected to limit its textiles exports in the affected categories to a level no greater than 7.5 percent above the amount that entered the EU market during the period from March 2004 to February 2005. Should the Mainland not do this, the EC may impose the quantitative restrictions unilaterally at the same level. Such quantitative restrictions will last until 31 December 2005.
