Notice to Exporters: Series 2 (EU) No. 3/2005

Proof of Origin for Import ofCertain Textiles and Clothing
Products into the European Union (EU)

Further to the Commercial Information Circular No. 316/2004 cum Notice to Exporters: Series 2 (EU) No. 37/2004 all dated 13 December 2004 reminding traders of the proof of origin requirement for import of certain textiles and clothing (T&C) products into the EU market, the European Commission (EC) has announced that more T&C products are exempted from origin proof requirement effective from 1 January 2005.

DETAILS

  1. With the elimination of textiles quotas starting 2005, the EC has promulgated vide Commission Regulation No. 209/2005 of 7 February 2005 (at Appendix I (pdf format)) an updated list containing more categories of T&C products for which no proof of origin is required for import into the EU market with effect from 1 January 2005. All the exempted products are non-restrained items before 2005.
  1. Traders are reminded that import of textiles products listed in Appendix II (pdf format) must continue to be accompanied by a certificate of origin for customs clearance. For products not listed in Appendices I (pdf format) and II (pdf format), their import into the EU market must be accompanied by an origin declaration by the exporter or supplier of the products in the territory where the products originate. Such declaration should be made on the invoice or similar commercial document to the effect that the products originate in that territory.
