Turkey : Safeguard Actions on Mainland's Textiles and Clothing Products

This circular informs traders that Turkey has imposed quantitative limits on 42 categories of Mainland textiles and clothing (T&C) products effective from 9 January 2005.

DETAILS

  1. The Turkish authorities announced in a Communiqué gazetted on 23 December 2004 that the relevant Turkish trade associations had filed a textiles safeguard petition to limit certain T&C imports from the Mainland, claiming that the increase in such imports was causing market disruption and threatening the orderly development of commerce. Reportedly, investigations by the Turkish authorities have confirmed the above claims, leading to the imposition of quantitative restrictions on imports of Chinese T&C products.

The Department gathered that a formal request for consultation was presented to the Mainland Government on 31 December 2004 in connection with the application of China-specific textiles safeguard measures. On 9 January 2005, Turkey issued another Communiqué announcing that import quotas would be applied on 42 categories of T&C products from the Mainland effective from the same date of the announcement. Shipments of the products concerned will have to be covered by proper import licences. Details of the categories involved and their respective quota levels are at the Appendix .
