Notice to Exporters: Series 2 (EU) No. 29/2004

Export of Restrained Textiles to the European Union (EU) :
Termination of Textile Quotas

Further to Notice to Exporters Series 2 (EU) No. 23/2004 cum Commercial Information Circular No. 167/2004, the European Commission has published a notice to traders on 26 October 2004 regarding a proposed regulation to give formal effect to the EU's elimination of quotas restrictions maintained on the textiles and clothing (T&C) exports from WTO Members from 1 January 2005, in accordance with the WTO Agreement on Textiles and Clothing. In respect of restrained T&C products exported for the EU market before 1 January 2005, they shall be subject to the import quota regime prevailing in 2004, even if they are presented for customs clearance in the first quarter of 2005. However, in order to avoid excessive burdens on trade and EU customs, such goods would be allowed to enter the EU freely from 1 April 2005.

The Department will continue to implement the export licensing arrangements for restrained textile exports to the EU market until 31 December 2004, in accordance with Notice to Exporters Series 2 (EU) No. 52/2003 dated 14 November 2003 on "Principles of Quota Allocation and Control Arrangements for 2004".
