Notice to Exporters: Series 1 (USA) No. 26/97
Export of Textiles to the USA

USA: New Bond Requirements for Textiles and Apparel Imports

 

Notice to Exporters Series 1 No. 14/97 informed the trade, amongst others, with effect from 1 May 1997, the single entry bonds for all imports of goods in Categories 336, 342, 351, 352, 442, 636, 642 from Hong Kong were removed and the US Customs would be reviewing the continuous bond sufficiency for all importers of textile products.

2. One 5 June 1997, the US Customs issued a directive to all port directors announcing that with effect from 1 July 1997, the continuous bond coverage requirement for importers of textile products, regardless of the source of the imports, would be set at 2% of the value of the importers'world-wide textiles imports for the previous calendar year, or their current bond, whichever is the higher, with lower and upper ceilings of US$50 thousand and 30 million respectively. Besides, the bond could be increased, on top of the standard 2%, in increments of 1-5%, if a company was found having been involved in illegal transhipment. In circumstances of repeated offence, single entry bond might be required. For details, please refer to the US Customs'directive appended to this notice.
