Graduation
of Hong Kong from the European Union's (EU)
Generalised System of Preferences (GSP) Scheme
As announced vide
Certificate of Preference Circular No. 3/98 issued on 26 January 1998,
Hong Kong will be graduated from the European Union's (EU) Generalised
System of Preferences (GSP) Scheme with effect from 1 May 1998. This circular
reminds traders of the graduation and the relevant arrangements.

As foreshadowed in the previous circular, there will not be any transitional
arrangements under the graduation. As such, goods that clear the EU
Customs on or after 1 May 1998 will no longer be eligible for the
EUs preferential tariff treatment.

Traders are requested to note that the Department will cease to accept
applications for Form A covering exports to the EU from 28 April 1998
onwards. Moreover, those Form A applications covering consignments
destined for the EU and bearing a shipment date on or after 1 May
1998 will not be accepted. All Form A applications covering exports
to the EU lodged with the Department before 28 April 1998 will be
issued on or before 30 April 1998. As there will be no transitional
arrangements, traders are reminded to present the Form As to the EU
Customs on or before 30 April 1998 in order to enjoy tariff preferences.
