The Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA)

Revised CEPA Rules of Origin for Certain Products in the Second Half of 2013

Introduction

This circular sets out the revised CEPA rules of origin (ROOs) for five products under Mainland tariff codes 2204 2100, 3902 3090, 4002 1914, 4002 9911 and 7116 2000.

CEPA Origin Criteria

2.On 29 November 2013, the Mainland General Administration of Customs (GAC) promulgated the Notice Issue 66, 2013 announcing the revised CEPA ROOs for products under the above-mentioned five Mainland tariff codes. Details are set out at the Annex (pdf format). The copy of the Notice (in Chinese) can be found in GAC's website at http://www.customs.gov.cn/publish/portal0/tab49661/info677107.htm.

3.With regard to the revised CEPA ROO for "Wine of fresh grapes, in containers holding 2L or less" product (Mainland HS code 2204 2100), if dark-coloured grapes are used to produce white wine, it can be manufactured from grape juice, and the grape juice must originate from the Mainland, Hong Kong, or countries or territories which have signed and put into effect preferential trade agreements(Note) with the Mainland prior to 1 January 2013.

4.The above five revised CEPA ROOs would become effective on 1 January 2014. Relevant products which satisfy the above origin criteria are eligible to apply for Certificate of Hong Kong Origin - CEPA ("CO(CEPA)") and claim CEPA tariff preference with effect from 1 January 2014.
