The Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA)

Origin Criteria for "Polycarbonates in Primary Forms", "Other Polyesters, in Primary Forms", and "Polyurethanes in Primary Forms"

Introduction

This circular sets out the revised CEPA origin criteria for "Polycarbonates in primary forms" under Mainland tariff code 3907 4000, "Other polyesters, in primary forms" under Mainland tariff code 3907 9990 and "Polyurethanes in primary forms" under Mainland tariff code 3909 5000.

CEPA Origin Criteria

2.On 29 November 2011, the Mainland General Administration of Customs promulgated the Notice Issue 70, 2011, which announced that the CEPA origin criteria for the above-mentioned products would be revised as follows:

"(1) Change in tariff heading; or (2) manufactured from polymers, cross linker and other chemical ingredients by chemical modification."

The copy of the Notice (in Chinese) is attached at the Appendix (pdf format) for reference.

3.The revised CEPA rules of origin would become effective on 1 January 2012. Relevant products which satisfy the above origin criteria are eligible to apply for Certificate of Hong Kong Origin - CEPA ("CO(CEPA)") and claim CEPA tariff preference with effect from 1 January 2012.
