Origin Criterion for Gourmet Powder
Introduction
This circular sets out the revised origin criterion for gourmet powder under Mainland 2009 tariff code 2103 9010.
CEPA Origin Criterion

On 30 November 2009, the Mainland General Administration of Customs promulgated the Notice Issue 75, 2009 which announced the revised CEPA origin criterion for gourmet powder under Mainland 2009 tariff code 2103 9010 as follows:
"(1) Manufactured from cereals. The principal processes are fermentation, neutralisation and crystallisation; or
(2) Change in Tariff Heading."

Accordingly, the origin criterion for gourmet powder classified under Mainland 2009 tariff code 2103 9010 is amended with effect from 1 January 2010. Gourmet powder which satisfies the above origin criterion is eligible to apply for Certificate of Hong Kong Origin - CEPA ("CO(CEPA)") and claim CEPA tariff preference with effect from 1 January 2010.
