Origin Criterion for Non-refractory Surfacing Preparations 
for Facades, Indoor Walls, Floors, Ceilings or the like

Introduction

This circular sets out the revised origin criterion for non-refractory surfacing preparations for facades, indoor walls, floors, ceilings or the like under Mainland 2009 tariff code 3214 9000.

CEPA Origin Criterion

2. On 31 May 2009, the Mainland General Administration of Customs issued the Notice No. 29, 2009 which announced the revised CEPA origin criterion for non-refractory surfacing preparations for facades, indoor walls, floors, ceilings or the like under Mainland 2009 tariff code 3214 9000 as follows:
   
   "Change in Tariff Heading, except change from subheading 3824.50."

3. Accordingly, the origin criterion for non-refractory surfacing preparations for facades, indoor walls, floors, ceilings or the like classified under Mainland 2009 tariff code 3214 9000 is amended with effect from 1 July 2009. Non-refractory surfacing preparations for facades, indoor walls, floors, ceilings or the like which satisfy the above origin criterion are eligible to apply for Certificate of Hong Kong Origin - CEPA ("CO(CEPA)") and claim CEPA tariff preference with effect from 1 July 2009.
