Norway : Graduation of Hong Kong from Norway's 
                               Generalized System of Preferences (GSP) Scheme 

This circular informs traders that the Norwegian authorities have recently announced that Hong Kong has been removed from the list of eligible countries/territories for tariff free treatment under the Norwegian Generalized System of Preferences (GSP) Scheme with effect from 1 January 2008. The Norwegian authorities have further confirmed that no transitional arrangement is available.

  1. The Norwegian authorities have revised the list of beneficiaries under its GSP Scheme as a result of a review on the Scheme. Hong Kong is one of the beneficiaries that have been taken out from the list. Details of the Norwegian GSP system can be accessed from the website of the Norwegian Customs and Excise at http://www.toll.no/templates_TAD/Article.aspx?id=146952&epslanguage=EN.

  2. In view of the above, the Department will cease to accept applications for Certificate of Origin Form A covering exports to Norway with immediate effect.
