Origin Criteria for Perfumes and toilet waters, Lip make-up preparations,
Eye make-up preparations, Manicure or pedicure preparations, Other beauty or make-up preparations and preparations for the care of the skin
Introduction
This circular sets out the revised origin criteria for perfumes and toilet waters, lip make-up preparations, eye make-up preparations, manicure or pedicure preparations, other beauty or make-up preparations and preparations for the care of the skin under Mainland 2007 tariff codes 3303 0000, 3304 1000, 3304 2000, 3304 3000, 3304 9900 respectively.
CEPA Origin Criteria

On 31 December 2006, the Mainland General Administration of Customs issued the Notice No. 79 which announced revised CEPA rules of origin for perfumes and toilet waters, lip make-up preparations, eye make-up preparations, manicure or pedicure preparations, other beauty or make-up preparations and preparations for the care of the skin under Mainland 2007 tariff codes 3303 0000, 3304 1000, 3304 2000, 3304 3000, 3304 9900 respectively to:
"Manufactured from natural or chemical ingredients. The principal processes are mixing, blending or emulsification according to specific formulae or instructions to cause chemical transformation of ingredients."

Accordingly, those products which satisfy criterion above are eligible to apply for Certificate of Hong Kong Origin - CEPA ("CO(CEPA)") and claim CEPA tariff preference with immediate effect.
