Revised Origin Criteria for Instant Noodle
Introduction
This circular sets out the revised origin criteria for instant noodle under Mainland 2006 tariff code 1902 3030.
Revised Origin Criteria for Instant Noodle

On 28 June 2006, the Mainland General Administration of Customs issued a Notice announcing the revised CEPA rules of origin for instant noodle (Mainland 2006 tariff code 1902 3030) as follows:
"(1) Manufactured from cereals or flour. The principal processes are mixing, cooking and forming. If baking is required, it must also be done in Hong Kong; or
(2) Manufactured from dried noodle, meat and vegetables. The principal processes are cooking, flavouring, mixing and cooling."Copy of the Notice is attached at the Annex (pdf format) for reference.
- Accordingly, the origin criteria for instant noodle classified under Mainland 2006 tariff code 1902 3030 are amended with immediate effect. Traders may wish to note that the criterion marked as (1) above is the existing origin criterion for tariff code 1902 3030. The one marked as (2) above is a newly added criterion. Instant noodle which satisfies either criterion (1) or (2) above is eligible to apply for Certificate of Hong Kong Origin - CEPA ("CO(CEPA)") and claim CEPA tariff preference with immediate effect.
