Certification Arrangement for Non-textiles Products
Introduction
Effective
from 18 August 1998, certain changes will be introduced for the arrangements
applicable to non-textiles product. This circular announces details of
the revised arrangements.
Details
-
In line with the
changes in certification arrangements for textiles products as announced
in Certificate of Origin Circulars Nos 9/98 and 10/98 dated 9 July
1998, the arrangements for the application of a Certificate of Hong
Kong Origin, Certificate of Origin-Processing and Certificate of Origin
Form A with effect from 18 August 1998 to cover the export of non-textiles
products will be revised in respect of the following areas:

Number of
manufacturers and subcontractors in a certificate application;
- Information
relating to Outward Processing Arrangement
Consignments
Manufactured by More than One Manufacturer

As from 18 August
1998, a certificate application can be supported by up to 3 manufacturers
including subcontractors. Henceforth, the existing value limit of
HK$10,000 for a certificate application to be supported by more than
one manufacturer will no longer be applicable. Certificate of Origin
Circular No. 11/90 is hereby superseded.

Please note that
for certificate applications involving more than one manufacturer,
each of the contributing manufacturer and/or subcontractor is required
to complete the Manufacturer's Page on separate certificate application
forms giving details and declarations of the portion of the consignment
for which he is responsible. The exporter needs only to complete the
Exporter's Page on one of the forms that have been completed
by the manufacturers but giving full details and declarations of the
entire consignment.
- All the associated
application forms which bear the declarations of the exporter and each
of the manufacturers and subcontractors should be stapled together for
submission to the Receipt and Issue Counters of the Certification Branch
of the Trade Department at 3/F., Trade Department Tower, 700 Nathan
Road, Kowloon or to the other five certificate-issuing organizations
(Note).
Information
relating to Outward Processing Arrangement
- Effective from
18 August 1998, manufacturers who have subcontracted the subsidiary
or minor finishing processes of the goods outside Hong Kong under the
Outward Processing Arrangement (OPA) are no longer required to provide
information relating to the outward processing of goods in part 4 of
the Manufacturer's Page of the certificate application. It follows
that traders are not required to attach the Triplicate and/or Quadruplicate
copy of the OPA Combined Form to the application at the time of submission.
Nevertheless, traders should always make the Combined From available
for inspection by the Customs & Excise Department when necessary.
