Commercial Information Circular No. 723/2017

European Union (EU)* : Imposition of a provisional anti-dumping duty on imports of certain cast iron articles originating in the Mainland of China

Further to Commercial Information Circular No. 948/2016 of 19 December 2016, the European Commission (the Commission) has published a regulation to impose a provisional anti-dumping duty on imports of certain cast iron articles originating in the Mainland of China.  The regulation is available at:

2.Salient points of the regulation are set out below-

(a) Product : Certain articles of lamellar graphite cast iron (grey iron) or spheroidal graphite cast iron (also known as ductile cast iron), and parts thereof, which are of a kind used to cover ground or sub-surfaces systems, and/or openings to ground or sub-surface systems, and also give access to ground or sub-surface systems and/or provide view to ground or sub-surface systems and may be machined, coated, painted and/or fitted with other materials such as but not limited to concrete, paving slabs, or tiles, but exclude fire hydrants, currently falling within CN codes ex 7325 10 00 and ex 7325 99 10.  These CN codes are given for information only.
(b) Rate of Duty : 42.8% of the net, free-at-Union-frontier price, before duty (except for a number of companies with individual duty rates from 25.3% to 42.8%).
(c) Effective Date : 18 August 2017 (the duty will apply for six months).
(d) Collection of Duty : The release for free circulation in the EU of the product shall be subject to the provision of a security deposit equivalent to the amount of the provisional duty.
(e) Time Limit for Requests/ Comments : Interested parties may request disclosure of the essential facts and considerations on the basis of which the regulation was adopted, submit their written comments, or request to be heard by the Commission and/or the Hearing Officer within 25 days from 18 August 2017.
