Commercial Information Circular No. 393/2017

European Union (EU)* : Imposition of a definitive anti-dumping duty on imports of certain seamless pipes and tubes of iron (other than cast iron) or steel (other than stainless steel), of circular cross section, of an external diameter exceeding 406.4mm, originating in the Mainland of China

Further to Commercial Information Circular No. 883/2016 of 25 November 2016, the European Commission (the Commission) has published an implementing regulation to impose a definitive anti dumping duty on imports of certain seamless pipes and tubes of iron (other than cast iron) or steel (other than stainless steel), of circular cross section, of an external diameter exceeding 406.4 mm, originating in the Mainland of China. The regulation is available at:

2.Salient points of the regulation are set out below-

(a) Product :
Certain seamless pipes and tubes of iron (other than cast iron) or steel (other than stainless steel), of circular cross section, of an external diameter exceeding 406.4 mm, currently falling within CN codes 7304 19 90, ex 7304 29 90, 7304 39 98 and 7304 59 99 (TARIC code 7304 29 90 90)
(b) Rate of Duty :
54.9% of the net, free-at-Union-frontier price, before duty (except for a number of companies with individual duty rates from 29.2% to 54.9%)
(c) Effective Date : 13 May 2017
(d) Duration : 5 years
(e) Collection of Duty :
The amounts secured by way of the provisional anti-dumping duty imposed by the Commission with effect from 13 November 2016 shall be definitively collected.

3.For traders involved in the exports of the subject product from the Guangdong Province, please contact Yue Yang, Director of Trade Remedy Division under the Fair Trade Bureau of the Department of Commerce of Guangdong Province, at 8620 3881 9083. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti dumping investigations against products from the province.
