Commercial Information Circular No. 203/2017

European Union (EU)* : Withdrawal of the acceptance of the undertaking for four exporting producers offered in connection with the anti-dumping and anti-subsidy proceedings concerning imports of crystalline silicon photovoltaic modules and key components (i.e. cells) originating in or consigned from the Mainland of China

Further to Commercial Information Circulars Nos. 970/2013 and 971/2013 of 5 December 2013, the European Commission (the Commission) has published an implementing regulation, which entered into force on 17 March 2017, to withdraw the acceptance of the undertaking for four exporting producers offered in connection with the anti-dumping and anti-subsidy proceedings concerning imports of crystalline silicon photovoltaic modules and key components (i.e. cells) originating in or consigned from the Mainland of China. The implementing regulation is available at:

2.The exporting producers are -

  1. GCL System Integration Technology Co. Ltd, together with its related companies in the Mainland of China, jointly covered by the TARIC additional code B850;
  1. Hareon Solar Technology Co. Ltd, together with its related companies in the Mainland of China and in the EU, jointly covered by the TARIC additional code B842;
  1. Jetion Solar (China) Co. Ltd, together with its related companies in the Mainland of China and in the EU, jointly covered by the TARIC additional code B830; and
  1. Zhongli Talesun Solar Co. Ltd, together with its related company in the EU, jointly covered by the TARIC additional code B922.

They notified the Commission that they wish to withdraw from the undertaking. The Commission concluded that the acceptance of the undertaking for the four exporting producers shall be withdrawn.
